Set in the fictional town of Stellendam, this film tells the tale of the aforementioned town which finds a document permitting it to declare itself independent from the rest of South Africa, which it does, leading to all sorts of complications, humorous situations and outright megalomania. Allegedly based by writer-producer-director Emil Nofal on the 1959 film The Mouse That Roared, starring Peter Sellers and directed by Jack Arnold.
