Carlos (Yves Montand), an aging Spanish Communist fighting underground against the fascist Franco regime in 1965, feels his way of life is crumbling. His older comrades, who run a clandestine network of spies from Paris, have the unrealistic notion that Spain is ready to rise up in revolution. He to accept that the fight for freedom should be passed to younger hands until a chance encounter with a student terrorist revives his militant passions, but catastrophe stalks Carlos on his unswerving path to his last mission and a fateful choice.
