Harry Hannan (Roy Scheider of Jaws) has a mental breakdown when his wife is accidentally shot in a restaurant when a man that he was supposed to be bringing in to the witness protection program and his goons open fire.
Harry spends months in a sanitarium attempting to work through the mental duress the event caused, and then attempts to return to his old life. The only problem? The powers-that-be won't give him any assignments, despite the fact they haven't officially removed him from his post. Before long, Harry begins to fear that his employers may be plotting to kill him. His only ally seems to be mousy Ellie Fabian (Janet Margolin) who was living in Harry's apartment while he was away. As he works to separate truth from mere paranoia, Harry's reveals a dark secret in his and America's past...
