Souverain is a young idealist from Haiti studying in Canada. He gets an internship as a political advisor for Guibord, a former hockey player and newly elected independent Member of Parliament from rural Quebec. Before long, Guibord’s vote becomes the tiebreaker on whether or not Canada should go to war. Guibord is at a loss: His ambitious wife wants war, while his peace-loving daughter begs him to vote no. His Haitian intern is well acquainted with political thinkers and Canadian law, but as unfamiliar with the practicalities of politics as Guibord himself. Together they set out to find out what Guibord’s constituencies feel.
