After living in political exile in Germany for over thirty years, philosophy professor Song Du Yul returned to South Korea in 2003 at the invitation of a civic group. A democracy activist who fled South Korea during the Park Chung Hee regime, he had visited North Korea numerous times during his exile, and had ties with North Korea's ruling party. Upon his return to South Korea, Song, who had German citizenship, was arrested, charged, and eventually convicted of spying and fraud. His year-long trial sparked great controversy and debate in Korea and the international community.

Directed by Hong Hyung Sook, The Border City is a series of two documentaries about Song Du Yul, who described himself as a "border person". The first film, which aired on KBS in 2002, profiles Song's life in Germany and explores his traces in Korea, the homeland he yearned to return to. The Border City 2 documents Song's return to Korea, and all that ensued in the months after. The documentary offers a timely and fascinating look at a divisive figure and the underlying tensions and discomforting debates that his case pulled to the surface in 2003, highlighting not only the North-South, progressive-conservative divide but also the high emotions and historical memories that run through Korean politics and society.
